Resist and damage members

I am a little slow sometimes. So I have a few questions about character and item members such as "resist_cold" and "damage_cold".
When a character/NPC has its damage_cold member set to say 10 does this mean that its intrinsic weapon, say wrestling, does 10% of whatever the calculated damage is as cold damage or that 10% of the calculated damage it does is added as cold damage to the effective damage? In otherwords is it 100% of the calculated damage with 10% of that being cold or is it 110% with the extra 10% being cold damage? I am assuming that the member value is a percentile and that the value and modifier applies to the intrinsic weapon.
Now do these same members on non-equip-able items do anything? I was thinking that it might be interesting to have them actually be useful. For example if you have an ice wall it would naturally be resistant to cold damage or maybe have ice or snow do cold damage to characters when they walk on it based on the cold_damage member.
