In the SVN for the 097 distro.. its part of the control package.

Nope, it uses a function ListTextCommands() that was added to Core 097 (basically goes through the text command directories and lists *.ecl files)

If it were to be used in 096 or before, it would have to be modified to read for example, icp.cfg and use its textcmd entries.
